“The hard and mighty lie beneath the ground~ Lao Tzu
While the tender and weak dance on the breeze above.”

What does this mean? One understanding is the people of different classes and social status have certain advantages and disadvantages. The hard and mighty have the power, but they may be of so heavy-heart in order to hold the power, and become too worried and unhappy. Their hearts are so heavy to subside beneath the ground. The tender and weak possess less and worry less, thus they are able to happily dance on the breeze above.
